Von der Leyen said the EU would always respect the agreements that will be signed and that “we will never see that again.” The 2019 revisions also adapted elements of the political declaration and replaced the word “appropriate” with “appropriate” with respect to labour standards. According to Sam Lowe, a trade fellow at the Centre for European Reform, the amendment excludes labour standards from dispute resolution mechanisms.  In addition, the Equal Competition Mechanism has been postponed from the legally binding withdrawal agreement to the political declaration, and the line of the political statement that “the United Kingdom will consider taking into account alignment with trade union rules in the relevant areas” has been removed.  The EU wishes to continue to forge a close partnership with the United Kingdom. We believe that it is possible to reach a fruitful agreement on the basis of the political declaration. However, it is important that we prepare for all possible outcomes of the negotiations. This includes preparing not to reach an agreement. The transition period is not extended. The United Kingdom has stated that it does not want an extension. The option of an extension was included in the withdrawal agreement.
The UK and the EU have had until 1 July 2020 to agree on a possible extension. As of 1 January 2021, the UK will no longer be part of the internal market or customs union. Even if an agreement on future relations is reached by the end of the year, the EU`s relationship with the UK will change radically and will be very different from those of the UNITED Kingdom, which was a member of the single market. Take, for example, the customs and tax formalities that will then be necessary. Like the EU Member States, citizens and businesses in Germany and the EU as a whole must adapt to these consequences of the end of the transition period, whether or not an agreement is reached on the future partnership with the UK. Immediately after the announcement of a revised withdrawal agreement on October 17, 2019, Labour, the Liberal Democrats and the DUP said they could not support the new agreement.  The political declaration provides that the EU-UK agreement on future relations will essentially be an economic and security partnership. In accordance with the political declaration, the 27 EU Member States agreed on 25 February 2020 on the negotiating mandate of the European Commission, which is negotiating on behalf of the Member States on future relations between the EU and the UNITED Kingdom. On this basis, the EU`s chief negotiator, Michel Barnier, presented in mid-March a draft comprehensive agreement on the new partnership with the UK, to which other elements were added. You can find this and the others on the UK Task Force`s website. The agreement covers issues such as money, citizens` rights, border agreements and dispute resolution. It also includes a transition period and an overview of the future relationship between the UK and the EU.
